El Ministro de Educaci\u00f3n se\u00f1or Marco Antonio\u00a0\u00c1vila\u00a0Lavanal, responde que el tema de los encasillamientos ser\u00e1 conversado con las jefaturas superiores, sin embargo, adelantan que no est\u00e1n de acuerdo con una Mesa de trabajo.<\/strong><\/p>\n

Adem<\/span>\u00e1s<\/span>, <\/span>del <\/span>Ministro <\/span>se<\/span>\u00f1<\/span>or <\/span>Marco <\/span>Antonio <\/span>Avila <\/span>Lavanal<\/span>, <\/span>particip\u00f3 de <\/span>la <\/span>reuni\u00f3n <\/span>la <\/span>jefa <\/span>DAG<\/span>, <\/span>Sra<\/span>. <\/span>Josefina <\/span>Guzm\u00e1n <\/span>Bilbao <\/span>y <\/span>el <\/span>Jefe <\/span>de <\/span>Gabinete <\/span>ministerial<\/span>, <\/span>Sr<\/span>. <\/span>Cristian <\/span>Miquel <\/span>Muniza<\/span>ga<\/span>, <\/span>d<\/span>o<\/span>nde <\/span>se <\/span>discuti\u00f3<\/span>:\u00a0<\/span><\/p>\n

1<\/b>.<\/b>Estabilidad <\/b>Laboral <\/b>(<\/b>Reposici\u00f3n<\/b>–<\/b>Dotaci\u00f3n<\/b>–<\/b>Escalaf\u00f3n<\/b>)\u00a0<\/b><\/p>\n

Andime <\/span>da <\/span>a <\/span>conocer <\/span>la <\/span>d<\/span>otaci\u00f3n <\/span>del <\/span>Ministerio <\/span>y <\/span>solicita <\/span>l<\/span>a <\/span>re<\/span>alizaci\u00f3n <\/span>de <\/span>un <\/span>encasillamiento<\/span>, <\/span>lo <\/span>cual <\/span>dar\u00eda <\/span>estabilidad <\/span>a <\/span>los trabajadores <\/span>y <\/span>trabajadoras <\/span>de <\/span>todos <\/span>los <\/span>escalafones<\/span>, <\/span>la <\/span>dotaci\u00f3n <\/span>que <\/span>se <\/span>requiere <\/span>y <\/span>el <\/span>atraso <\/span>del <\/span>escalaf\u00f3n <\/span>del <\/span>a\u00f1o <\/span>2020 <\/span>que <\/span>permitir\u00eda <\/span>a <\/span>los <\/span>auxiliares <\/span>y <\/span>administrativos <\/span>de <\/span>plantas <\/span>mejorar <\/span>su <\/span>grad<\/span>o<\/span>. <\/span>Se <\/span>solicita<\/span>, <\/span>adem\u00e1s<\/span>, <\/span>reuni\u00f3n <\/span>con <\/span>el <\/span>Ministro<\/span>, <\/span>Subsecretarios <\/span>y <\/span>Jefatura <\/span>DEP<\/span>, <\/span>para ver <\/span>la <\/span>situaci\u00f3n <\/span>de <\/span>contexto <\/span>de <\/span>cada <\/span>una <\/span>de <\/span>las <\/span>dependencias<\/span>,\u00a0<\/span><\/p>\n

En <\/span>ese <\/span>marco<\/span>, <\/span>tambi\u00e9n <\/span>se <\/span>pide <\/span>una <\/span>mesa <\/span>de trabajo para <\/span>ir <\/span>avanzando <\/span>en <\/span>el <\/span>tema <\/span>de <\/span>encasillamientos<\/span>. <\/span>El <\/span>Ministro <\/b>de <\/b>Educaci\u00f3n <\/b>se\u00f1or <\/b>Marco <\/b>Antonio\u00a0\u00c1vila\u00a0Lavanal<\/b>, <\/b>responde <\/b>que <\/b>el <\/b>tema de <\/b>los <\/b>encasillamientos <\/b>ser\u00e1 <\/b>conversado <\/b>con <\/b>las <\/b>jefaturas <\/b>superiores<\/b>, <\/b>sin <\/b>embargo<\/b>, <\/b>adelantan que <\/b>no est\u00e1n <\/b>de <\/b>acuerdo <\/b>con <\/b>una <\/b>Mesa <\/b>de <\/b>trabajo <\/b>e<\/b>s <\/b>complicado <\/b>levantar <\/b>una <\/b>por <\/b>las <\/b>expectativas <\/b>que <\/b>se <\/b>pueden generar <\/b>en <\/b>los <\/b>funcionarios <\/b>y <\/b>funcionarias<\/b>, <\/b>y <\/b>n<\/b>o <\/b>ven p<\/b>osibilidades<\/b>, <\/span>al <\/span>insistir <\/span>el <\/span>gremio<\/span>, <\/span>manifiesta <\/span>que <\/span>estudiar\u00e1 <\/span>con <\/span>su <\/span>equipo <\/span>el <\/span>escenario<\/span>, <\/span>pero <\/span>desde <\/span>el <\/span>gremio <\/span>se <\/span>insiste <\/span>con <\/span>el <\/span>tema <\/span>y <\/span>se <\/span>pide <\/span>al <\/span>Ministro <\/span>fe<\/span>c<\/span>ha<\/span>, <\/span>para <\/span>que <\/span>pueda <\/span>dar <\/span>una <\/span>respuesta <\/span>definitiva<\/span>, <\/span>se <\/span>compromete <\/span>dentro <\/span>de <\/span>dos <\/span>semanas<\/span>.\u00a0<\/span><\/p>\n

2<\/b>.<\/b>Rol <\/b>recto<\/b>r <\/b>(<\/b>Fortalecimiento <\/b>de <\/b>la <\/b>supervisi\u00f3n<\/b>, <\/b>p<\/b>ol\u00edtic<\/b>as <\/b>de <\/b>E<\/b>ducaci\u00f3n <\/b>a <\/b>implementar<\/b>, <\/b>organismos <\/b>auxiliares <\/b>del <\/b>Sistema de <\/b>A<\/b>se<\/b>guramiento <\/b>de <\/b>la <\/b>Calidad <\/b>S<\/span>.<\/span>A<\/span><\/i>.<\/span>C<\/span>.<\/span>)\u00a0<\/span><\/p>\n

En <\/span>este <\/span>sentido <\/span>se <\/span>plantea <\/span>que <\/span>de <\/span>una <\/span>supervisi\u00f3n <\/span>con <\/span>1<\/span>.<\/span>186 <\/span>supervisores <\/span>el <\/span>a\u00f1o <\/span>2009<\/span>, <\/span>solo <\/span>est\u00e1n <\/span>qu<\/span>edan<\/span>do <\/span>en <\/span>el <\/span>sistem<\/span>a <\/span>47<\/span>4 <\/span><\/i>a <\/span>l<\/span>a fecha<\/span>, <\/span>l<\/span>o <\/span>cual <\/span>ha<\/span>c<\/span>e <\/span>i<\/span>mposible <\/span>la <\/span>implementaci\u00f3n <\/span>de <\/span>la <\/span>pol\u00edtica <\/span>p\u00fablica <\/span>en <\/span>el <\/span>territori<\/span>o<\/span>, <\/span>por <\/b>ejemplo<\/b>: <\/b>en <\/b>la <\/b>Provincial <\/b>San <\/b>Antonio <\/b>hay <\/b>solo <\/b>tres sup<\/b>ervisore<\/b>s <\/b>de <\/b>16<\/b>. <\/b>En Cardena<\/b>l <\/b>Caro <\/b>s<\/b>olo <\/b>tres <\/b>supervisores <\/b>(<\/b>un<\/b>o <\/b>es <\/b>el <\/b>Jefe <\/b>T\u00e9cnico<\/b>, <\/b>otra subroga <\/b>al <\/b>Jefe <\/b>Provincial <\/b>y <\/b>el <\/b>otro <\/b>supervisor <\/b>es <\/b>el <\/b>Presidente de <\/b>Andime <\/b>y <\/b>ser\u00eda <\/b>t<\/b>odo<\/b>) de <\/b>14 <\/b>funcionarios<\/b>. <\/b>Sin <\/b>considerar <\/b>los <\/b>qu<\/b>e <\/b>se <\/b>jubilan <\/b>ahora <\/b>entre <\/b>los <\/b>meses <\/b>de <\/b>mayo <\/b>y <\/b>junio<\/b>. <\/b>TENGASE <\/b>PRESENTE<\/b>.\u00a0<\/b><\/p>\n

El <\/span>directorio <\/span>nacional<\/span>, <\/span>tambi\u00e9n<\/span>, <\/span>expone <\/span>que <\/span>hay <\/span>desarticulaciones <\/span>en el <\/span>SAC<\/span>, <\/span>por <\/span>lo <\/span>que <\/span>el <\/span>rol <\/span>rector <\/span>se <\/span>ha <\/span>ido <\/span>debilitando <\/span>en <\/span>las <\/span>provinciales <\/span>que <\/span>implementan <\/span>la <\/span>Pol\u00edtica <\/span>P\u00fablica<\/span>. <\/span>Tambi\u00e9n <\/span>se <\/span>vincula esta <\/span>situaci\u00f3n <\/span>con <\/span>el <\/span>encasillamiento <\/span>para <\/span>la <\/span>reposici\u00f3n <\/span>de <\/span>los <\/span>grados <\/span>que <\/span>han <\/span>quedado <\/span>vacantes <\/span>por <\/span>jubilaciones <\/span>y <\/span>otros<\/span>.\u00a0<\/span><\/p>\n

3<\/b>.<\/b>Pol\u00edtica <\/b>de <\/b>gesti\u00f3n <\/b>y <\/b>desarrollo <\/b>de <\/b>las <\/b>per<\/b>s<\/b>onas\u00a0<\/b><\/p>\n

Andime <\/span>r<\/span>esalta <\/span>que <\/span>no <\/span>est\u00e1n <\/span>funcionando <\/span>ninguna <\/span>de <\/span>las <\/span>mesas <\/span>de <\/span>trabajo<\/span>: <\/span>MBPL<\/span>, <\/span>COVID<\/span>, <\/span>Capacitaci\u00f3n <\/span>Bipartita<\/span>, <\/span>PMG <\/span>CDC <\/span>y <\/span>Calificacione<\/span>s<\/span>. <\/span>El <\/span>Ministro <\/span>se <\/span>compromete <\/span>activar <\/span>mesas <\/span>dentro <\/span>de <\/span>la <\/span>pr\u00f3xima <\/span>semana<\/span>.\u00a0<\/span><\/p>\n

Respecto <\/span>al Comit\u00e9 <\/span>a <\/span>cargo <\/span>de <\/span>gestionar <\/span>los <\/span>traslados<\/span>, <\/span>y <\/span>lo <\/span><\/i>permutas <\/span>se <\/span>comprometen <\/span>a <\/span>revisar <\/span>el <\/span>tema <\/span>en <\/span>la <\/span>MBPL<\/span>, <\/span>lo <\/span>mismo <\/span>las <\/span>horas <\/span>de <\/span>compensaci\u00f3n <\/span>que <\/span>no <\/span>se <\/span>han <\/span>pag<\/span>a<\/span>do<\/span>.\u00a0<\/span><\/p>\n

Finalmente<\/span>, <\/span>el <\/span>directorio <\/span>nacional <\/span>se<\/span>g<\/span>uir\u00e1 <\/span>trabajando <\/span>en <\/span>la <\/span>estabilidad <\/span>laboral<\/span>, <\/span>siendo <\/span>realista <\/span>y <\/span>pidiendo <\/span>lo <\/span>m\u00e1s <\/span>para <\/span>lograr <\/span>lo <\/span>imposible<\/span>, <\/span>en <\/span>espera <\/span>avanzar <\/span>en <\/span>estas <\/span>materias <\/span>tan <\/span>sensibles <\/span>para <\/span>los <\/span>trabajadores<\/span>, <\/span>trabajadoras <\/span>y <\/span>sus <\/span>familias<\/span>. <\/span>Importante<\/b>: <\/b>Por <\/b>lo <\/b>anterior <\/b>se <\/b>adjunta <\/b>planilla <\/b>para <\/b>completar <\/b>y <\/b>tener un <\/b>mapeo <\/b>a <\/b>nivel <\/b>nacional <\/b>de <\/b>la <\/b>dotaci\u00f3n que <\/b>tenemos <\/b>y <\/b>cuantos <\/b>cupos <\/b>son <\/b>los <\/b>que <\/b>hay <\/b>que <\/b>reponer<\/b>, <\/b>para <\/b>poder <\/b>comparar <\/b>datos<\/b>. <\/b>La <\/span>cual <\/span>debe <\/span>ser <\/span>enviada <\/span>a<\/span>: <\/span>andime<\/span>.<\/span>secretari<\/span>a<\/span>@<\/span>mineduc<\/span>.<\/span>.<\/span>c<\/span>l <\/span>con <\/span>copia <\/span>a <\/span>andi<\/span>me<\/span>.<\/span>secrenacional<\/span>@<\/span>mineduc<\/span>.<\/span>cl <\/span><\/p>\n","protected":false},"excerpt":{"rendered":"","protected":false},"author":5,"featured_media":4091,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[58],"tags":[],"class_list":["post-4122","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-noticias-andime"],"yoast_head":"\nAndime Informa reuni\u00f3n con Ministro de Educaci\u00f3n -
