Los primeros intentos de organizaci\u00f3n, se vieron realzados por una gran huelga de los trabajadores del Ministerio junto a la Federaci\u00f3n de Educadores de Chile, integrada por: UPCH, Uni\u00f3n de profesores de Chile primarios, SNAPL Sociedad Nacional de Profesores de liceos, ASEIM, Asociaci\u00f3n de Profesores Industriales Mineras, ASTECO, Asociaci\u00f3n de\u00a0 Trabajadores Escuelas T\u00e9cnicas Femeninas y Comerciales, Asociaci\u00f3n de Escuelas normales y Asociaci\u00f3n de Auxiliare que agrupaban a los funcionarios de todas las asociaciones pertenecientes a la Federaci\u00f3n de Educadores de Chile. Esos empe\u00f1os, sin embargo, se ver\u00edan interrumpidos por los acontecimientos pol\u00edticos de la \u00e9poca. En ese tiempo el Ministerio de Educaci\u00f3n ten\u00eda bajo su tuici\u00f3n\u00a0 a todos los profesores de establecimientos fiscales del pa\u00eds, as\u00ed se constitu\u00eda\u00a0 la mayor\u00eda de la educaci\u00f3n en Chile.
